Joy Colucci

Dr. Joy Colucci is the founder, owner and CEO of Metis Technology Solutions, Inc. She is responsible for providing strategic direction, overseeing day-to-day operations and leading corporate business development activities. As a business leader, Dr. Colucci has been responsible for organizations of up to 500 technical staff and $60M in annual contract revenue. Dr. Colucci is an accomplished GovCon capture manager and proposal strategist, leading many successful efforts in securing large Federal contracts.

Al Moreno MFRA CEO

Alfonso “Al” Moreno is President and CEO of Flight Research Associates, Inc. (FRA).  Mr. Moreno provides guidance and leadership in all aspects of business execution and growth through strategic planning, business development, and capture management.  Mr. Moreno has over 30 years of aerospace engineering, operations, and business experience spanning a multitude of responsibilities in engineering, management, leadership, business development, business strategy, and growth initiatives.

Lawrence Barraza has contributed over 40 years of service to the Nation’s aerospace and defense industry. In 1988, after graduating from MIT and working several years in aerospace, Mr. Barraza co-founded SYMVIONICS with Richard Weeks and has served as the President and CEO of SYMVIONICS since its incorporation. SYMVIONICS has grown to be a nationally-recognized provider of services and products to the Department of Defense and NASA, providing high technology training systems/devices and innovative flight test software products.

Neil Otto

Neil Otto

Neil Otto serves as Program Manager on the SimLabs III contract at NASA Ames, he provides oversight for all technical and financial performance at the SimLabs Contract, ensuring customer and employee satisfaction. Mr. Otto has over 27 years of experience in command and control, training, systems development, and integration and aerospace research. Mr. Otto is a retired Air Force Colonel and an active general aviation pilot.

Fred Miandoab

Fred Miandoab headshot

Fred Miandoab is the Program Manager for the Simulation and Aircraft Services Task Order at NASA Langley Research Center in Hampton, Virginia. He leads a dedicated team of professionals focused on aviation and space flight simulation. Prior to joining MFRA, he worked as the PM for SAIC and UNISYS at the same NASA facility. Fred has over 30 years of technical and management experience gained working for leading multinational companies. He is a mechanical engineer by training and has received his PhD degree from Old Dominion University in Norfolk Virginia.
